2019 Building Energy Efficiency Standards

  • California's Building Energy Efficiency Standards are updated on an approximately three-year cycle.

  • The 2019 Standards will continue to improve upon the 2016 Standards for new construction of, and additions and alterations to, residential and nonresidential buildings.

  • The 2019 Standards will go into effect on January 1, 2020.

Overview Summary of the Effect of the Proposed Regulations

  • The 2019 Standards focus on three key areas: proposing new requirements for installation of solar photovoltaics for newly constructed low-rise residential buildings; updating current ventilation and Indoor Air Quality (IAQ) requirements, including references to ASHRAE 62.1 and 62.2; and extending Title 24 Part 6 to apply to healthcare facilities.

  • The 2019 standards also propose several smaller improvements in energy efficiency, such as efficiency standards for laboratory fume hoods, that are described in greater detail.

  • In addition to updating the Standards in Title 24 Parts 1 and 6, the Energy Commission is also proposing updates to the CALGreen energy efficiency provisions in Title 24, Part 11, in a separate, parallel rulemaking.

HEARING - 45-Day Language Express Terms for The Energy Efficiency Lead Commissioner Hearings

The Energy Commission’s Energy Efficiency Lead Commissioner will hold public hearings to receive public comments on the proposed action.

At these hearings, any person may present statements or arguments relevant to the proposed regulatory action summarized below.

The proposed language (45-Day Language Express Terms) is posted on the Energy Commission’s website at: http://www.energy.ca.gov/title24/2019standards/.

  • The 45-Day Language Express Terms are also available from the Energy Commission’s Building Standards Office (contact persons are listed later in this NOPA).

  • The public comment period for the 2019 Building Energy Efficiency Standards will begin on January 19 2018, and end at 5:00 p.m. on March 5, 2018. Any interested person may submit written comments on the proposed amendments.

About the Rulemaking

The California Energy Commission has opened a public process and rulemaking proceeding to adopt changes to the Building Energy Efficiency Standards contained in the California Code of Regulations (CCR), Title 24, Part 6 (also known as the California Energy Code), and associated administrative regulations in Part 1 (collectively referred to here as the Standards). The updated standards will be proposed for adoption in 2018 with an effective date of January 1, 2020. Previously open Docket 2016-BSTD-06 for the 2019 Time Dependent Valuation (TDV) of Energy, and Docket 2017-BSTD-01 for pre-rulemaking comments on proposed 2019 Standards measures, are closed. Separate Rulemaking Dockets have been opened for the 2019 Standards (2017-BSTD-02) and the 2019 CALGreen (2017-BSTD-03) updates.

The California Energy Commission staff will conduct workshops to present potential revisions to the Standards and obtain public suggestions and comment. The scope, time, and date of these workshops will be publicly noticed. Go to the public participation page for more information.
